NGC 1995 American silver eagle with a partial collar strike. The coin was struck partially out of collar, resulting in part of the edge not receiving reeding. It is sometimes called a "railroad rim" because of the shape of the edge, with one part narrow (and reeded) and the other part with no reeding and wider.
All striking errors like this are scarce on silver eagles, and a small number of partial collar silver eagles are known.
