PCGS 2001 silver eagle struck through plastic obverse, with two struck through areas obverse.

 

Although no plastic is visible, it is probably plastic. There might be some plastic on the edge, which would be the best way to be sure it was plastic and not something else the coin was struck through. 

 

MS69 with just a hint of white toning.
