PCGS 1943-S wheat cent struck 5% off-center on a silver dime planchet. An off-center off-metal, the coin is a solid 5% off-center, with planchet plainly visible.
The coin is struck on the smaller, silver dime planchet, which was intended for striking into a Mercury dime, but which instead was struck off-center in a cent press.
Although a number of 1943 cents on dime planchets are known, only 3 off-center 1943 cents on dime planchets are known to us, including this example--which is the finest of the 3, the others being lower grades.
