ANACS 1989-D Congress dollar rotated dies, with 180 degree rotated dies. The variety is a well known and fairly popular variety, with the variety noted in the pages of the Red Book.
The error occurred when the die was installed incorrectly, giving the coins a 180 degree rotation. When flipped over, the coin is the wrong direction, having a medal alignment, and not the normal "coin turn."
