NGC 1990 silver eagle struck through reverse. It was likely plastic that the coin was struck thru, which is what silver eagles are sometimes struck thru due to the die's being covered in a plastic wrap-like substance, which is removed prior to striking coins. If a piece is left on the die, the result is a strike thru.
