NGC 1976-D Washington bicentennial quarter rotated double-struck in-collar. The coin has a 180 degree rotation between strikes. Also, the coin shows most of the design of the 1st strike, with moderate-medium strength, on the obverse and reverse. 

 

Rotated, double-struck bicentennial quarters are very rare, and we estimate just 3 or 4 known business strike examples are known.
